As the FCC is responsible for issuing licenses for Intentional Radiators and Radiolocators, as referenced in these reports; these pulsed RADAR radiofrequency devices have been issued to Law Enforcement, usually via various Awards or Grants:

And as in my recent Freedom of Information request to my local borough, where I live, https://www.muckrock.com/foi/etna-27363/policies-regarding-civilian-oversight-of-police-borough-of-etna-34665/, there are no established policies or procedures for a civilian review board, nor an office for civilian complaints nor any civilian oversight structure of the Borough of Etna Police Department.

And as there are no policies or procedures for handling civilian complaints, and since my gardens and trees have been assaulted and have been burned and destroyed by pulsed microwave RADAR radiofrequencies; I would like to know who is responsible for these devices that can be and are being used as weapons to destroy, to torment, for retaliation and revenge?

For more than a half dozen years, I have taken documentary photographs and video of the destruction caused by microwave RADAR radiofrequencies, in my gardens. I have realized that such destruction and burning has been caused by a remotely pulsed microwave RADAR device; more likely than not, by a device such as the S.T.O.R.M.S. (Sense Through Obstructions Remote Monitoring System) device, a handheld device available as of the second quarter of 2012, with a stand-off range of 300-meters. http://vawdengineering.com/faq.html

I have an open Freedom of Information request to the FCC for the specific frequencies for RADAR devices, so that I can measure these frequencies https://www.muckrock.com/foi/united-states-of-america-10/complete-list-of-all-doppler-radar-andor-pulsed-radar-of-all-stepped-frequency-continuous-wave-cw-radar-of-all-ultra-wide-band-uwb-radar-andor-the-combination-of-these-intentional-radiators-and-radiolocators-29786/, to which I am still waiting a response.

As a Civil Engineer, if I knew the frequency ranges, as requested in https://www.muckrock.com/foi/united-states-of-america-10/complete-list-of-all-doppler-radar-andor-pulsed-radar-of-all-stepped-frequency-continuous-wave-cw-radar-of-all-ultra-wide-band-uwb-radar-andor-the-combination-of-these-intentional-radiators-and-radiolocators-29786/; I would be able to measure them.

I do need your help with this, as these devices can cause great destruction and harm and have disrupted my / our lives.

I am certain that the FCC has licensed United States manufacturers to produce equipment controlling weed and other plant growth using radio frequency or microwave energy (i.e. pulsed, microwave radiofrequency) devices that would burn and kill weeds and other vegetation:
