As the FCC is responsible for issuing licenses for Intentional Radiators and Radiolocators, as referenced in these reports; these pulsed RADAR radiofrequency devices have been issued to Law Enforcement, usually via various Awards or Grants:

- THROUGH-THE-WALL SENSORS FOR LAW ENFORCEMENT – Market Survey (2012)
http://www.academia.edu/4517064/00_Wall_Sensor_Report_508

- Through-the-Wall Sensors (TTWS) for Law Enforcement: Test & Evaluation Version 1.2 (2014)
https://www.ncjrs.gov/pdffiles1/nij/grants/245944.pdf

- TTWS for Law Enforcement Use Case Scenarios Version 1.3 (2014)
https://www.ncjrs.gov/pdffiles1/nij/grants/246706.pdf

And as in my recent Freedom of Information request to my local borough, where I live, https://www.muckrock.com/foi/etna-27363/policies-regarding-civilian-oversight-of-police-borough-of-etna-34665/, there are no established policies or procedures for a civilian review board, nor an office for civilian complaints nor any civilian oversight structure of the Borough of Etna Police Department.

And as there are no policies or procedures for handling civilian complaints, and since my pets have been injured by pulsed microwave RADAR radiofrequencies; I would like to know who is responsible for these devices that can be and are being used as weapons to torment, for retaliation and revenge?

I have taken my birds to Dr. Edward Bennett http://www.allpet.org/ with their pink microwave burned bellies. Dr. Bennett tested my birdies for every parasite, every fungus, every possible thing he could think of, as an exotic pet veterinarian. He even called Dr. Dunn, http://vbs.psu.edu/directory/pad7 the Pennsylvania’s State Veterinarian, because he had never seen anything like these injuries.

I have an open Freedom of Information request to the FCC for the specific frequencies for RADAR devices, so that I can measure these frequencies https://www.muckrock.com/foi/united-states-of-america-10/complete-list-of-all-doppler-radar-andor-pulsed-radar-of-all-stepped-frequency-continuous-wave-cw-radar-of-all-ultra-wide-band-uwb-radar-andor-the-combination-of-these-intentional-radiators-and-radiolocators-29786/, to which I am still waiting a response.

As a Civil Engineer, if I knew the frequency ranges, as requested in https://www.muckrock.com/foi/united-states-of-america-10/complete-list-of-all-doppler-radar-andor-pulsed-radar-of-all-stepped-frequency-continuous-wave-cw-radar-of-all-ultra-wide-band-uwb-radar-andor-the-combination-of-these-intentional-radiators-and-radiolocators-29786/; I would be able to measure them.

I do need your help with this, as these devices can cause great harm and have disrupted our lives.

I look forward to any guidance and response.
