To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
The most recent copy of the "vexsome filer list" which may also be known as a "High Volume Requestors" list, "serial filer list" or a "nuisance filer list." Include any other list of FOIA requesters used by your agency which lists FOIA requesters because of the quantity or type of FOIA requests they have submit or any other FOIA related behavior. Please include any FBI or DOJ originated materials describing the list, its purpose, its meaning, and/or how it is used.
I am a member of the press and request classification as such.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Emma Best

I am appealing the redactions in their entirety, as the Bureau has released this information in the past and FOIA requesters have no reasonable expectation of privacy
