Pursuant to the Freedom of Information Act, I hereby request the following records:

- All records and files, regardless of physical form, including cross-referenced documents and ELSUR records, concerning or mentioning the following individuals, all of whom are past Chicago aldermen. Unless otherwise specified, proof of death consists of a birth date >100 years old or being included in the copy of the RIDS Dead List located here (https://ia803107.us.archive.org/6/items/FBIRIDsDeadList2018/RIDSDeadList-2019.pdf).

1. John Joseph Coughlin a.k.a. "Bathhouse John"; "the Bath" (August 15, 1860 – November 11, 1938), a former Chicago alderman from the 1st ward. He, along with Michael Kenna, led the Grey Wolves and was known as one of the Lords of the Levee.

2. Michael Kenna a.k.a. "Hinky Dink" (August 20, 1857 – October 9, 1946), a former Chicago alderman from the 1st ward. He, along with John Joseph Coughlin, led the Grey Wolves and was known as one of the Lords of the Levee.

3. John Budinger (1865 or 1866 - September 20, 1951), a former Chicago alderman from the 4th ward (1910-1912) and 1st ward (1943-1951). He was known for being an associate of John Joseph Coughlin and Michael Kenna, and a part of their machine.

4. John D'Arco Sr. (March 27, 1912 – October 27, 1994), a former Chicago alderman from the 1st ward and member of the Illinois House. Among other things, he was investigated during Operation GAMBAT.

5. Michael L. Fiorito (August 1, 1911 - January 5, 1995), a former Chicago alderman from the 1st ward. He was an alderman between February 16, 1963 and May 6, 1963. He resigned on May 6 because he was a Wilmette resident, not a Chicago resident. Additionally, he was under investigation for the circumstances of his election, where he received won receiving over 9000 write-in votes, even though he entered the race less than 72 hours before the election.

6. Donald W. Parrillo (December 13, 1930 – March 4, 2020), a former Chicago alderman from the 1st ward (1963-1968). Proof of death is satisfied by a death notice in the Chicago Tribune that is available at the following link: https://www.legacy.com/obituaries/chicagotribune/obituary.aspx?pid=195618257. A PDF of this death notice is also attached to this request.

7. Fred Bruno Roti (December 18, 1920 – September 20, 1999), a former member of the Illinois Senate and Chicago alderman from the 1st ward (1968-1993). As a member of the Illinois Senate, he was part of The West Side Bloc, which was known for their links to organized crime. Roti was also widely believed to be a part of the Mafia. He was federally indicted in 1990 on corrupt charges and convicted in 1993.

I am aware that there are preprocessed records available for most, if not all, of these subjects. Please reprocess these records as previously claimed exemptions may no longer be applicable. Additionally, please perform an additional search for records for each of those subjects, beyond existing preprocessed records

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

- All records and files, regardless of physical form, including cross-referenced documents and ELSUR records, concerning or mentioning the following individuals, all of whom are past Chicago aldermen. Unless otherwise specified, proof of death consists of a birth date >100 years old or being included in the copy of the RIDS Dead List located here (https://ia803107.us.archive.org/6/items/FBIRIDsDeadList2018/RIDSDeadList-2019.pdf).

1. John Joseph Coughlin a.k.a. "Bathhouse John"; "the Bath" (August 15, 1860 – November 11, 1938), a former Chicago alderman from the 1st ward. He, along with Michael Kenna, led the Grey Wolves and was known as one of the Lords of the Levee.

2. Michael Kenna a.k.a. "Hinky Dink" (August 20, 1857 – October 9, 1946), a former Chicago alderman from the 1st ward. He, along with John Joseph Coughlin, led the Grey Wolves and was known as one of the Lords of the Levee.

3. John Budinger (1865 or 1866 - September 20, 1951), a former Chicago alderman from the 4th ward (1910-1912) and 1st ward (1943-1951). He was known for being an associate of John Joseph Coughlin and Michael Kenna, and a part of their machine.

4. John D'Arco Sr. (March 27, 1912 – October 27, 1994), a former Chicago alderman from the 1st ward and member of the Illinois House. Among other things, he was investigated during Operation GAMBAT.

5. Michael L. Fiorito (August 1, 1911 - January 5, 1995), a former Chicago alderman from the 1st ward. He was an alderman between February 16, 1963 and May 6, 1963. He resigned on May 6 because he was a Wilmette resident, not a Chicago resident. Additionally, he was under investigation for the circumstances of his election, where he received won receiving over 9000 write-in votes, even though he entered the race less than 72 hours before the election.

6. Donald W. Parrillo (December 13, 1930 – March 4, 2020), a former Chicago alderman from the 1st ward (1963-1968). Proof of death is satisfied by a death notice in the Chicago Tribune that is available at the following link: https://www.legacy.com/obituaries/chicagotribune/obituary.aspx?pid=195618257. A PDF of this death notice is also attached to this request.

7. Fred Bruno Roti (December 18, 1920 – September 20, 1999), a former member of the Illinois Senate and Chicago alderman from the 1st ward (1968-1993). As a member of the Illinois Senate, he was part of The West Side Bloc, which was known for their links to organized crime. Roti was also widely believed to be a part of the Mafia. He was federally indicted in 1990 on corrupt charges and convicted in 1993.

I am aware that there are preprocessed records available for most, if not all, of these subjects. Please reprocess these records as previously claimed exemptions may no longer be applicable. Additionally, please perform an additional search for records for each of those subjects, beyond existing preprocessed records

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
