From: Kevin Collier
Thank you for your response. I hereby appeal your decision that my request be denied on grounds that I have not sufficiently shown that "the public's interest in disclosure outweighs personal privacy interest of the subject."
My appeal is twofold. First, such a memo as I requested is extremely relevant to the public interest. As the FBI is well aware, ransomware is a major and ever-increasing problem in the U.S. Often, victims of ransomware have no good option to deal with it. Few industries, if any, are hurt worse than hospitals, which oftentimes must act quickly if patients' life or health depends on networks compromised by ransomware.
As increasingly common as ransomware is, it's still an unknown threat to many Americans. A number of news reports tell that various hospitals have been hit with this kind of attack, but they're often light on details. Hollywood Presbyterian, in particular, was a high-profile ransomware case. It would be of enormous interest to the public if I, as a journalist, could help shed more detailed light on the actions Methodist Hospital undertook when it was first affected, and how the FBI advised it. If a single person who works at a hospital reads a report about memo I'm requesting and is more on guard for ransomware as a result, this FOIA request will unquestionably worth it.
Secondly, I'd like to address that this FOIA request would somehow violate the "personal privacy interest of the subject." If there are any individuals whose personal identifying information (social security number, phone number, home address) is exposed in such a memo, you can redact that PII before sending. Otherwise, it shouldn't be a problem.
Thank you for your help and consideration.
