This is a request under the Freedom of Information Act. I hereby request the following records:
Policies and procedures regarding approval for any non-FBI aviation use, including unmanned aerial systems, unmanned aerial vehicles or drones.
The OIG report published on March 25 noted: "In addition to the FBI and ATF’s acquisitions of their own UAS, our audit confirmed that the FBI, ATF, DEA, and USMS received support from UAS operated by the U.S. Department of Homeland Security (DHS). None of these components had an agency-wide recordkeeping policy or practice to document support provided by non-DOJ UAS. Similarly, components maintained little documentation of nonDOJ UAS flights in the field. [....] When these non-DOJ UAS flights took place, components did not have policies that specifically required the tracking or documenting of non-DOJ UAS use. [....] The FBI has since issued new procedures requiring approval for any non-FBI aviation use, including UAS."
Given that this FOIA is submitted in my capacity as a journalist who has covered drones and the FBI extensively, I request that I be categorized as a media requester for the purpose of fees. Here is a selection of my published articles on drones:

As the requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com and pertains to a matter of considerable public interest, I further request a full waiver of all fees.
