To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
Copies of any lists, databases, or reports that detail the number of material witness warrants used by the Federal Bureau of Investigations since Jan. 1, 2013. This should include any internal database or other mechanism that the FBI uses to keep track of its warrants. If a database, report, or other document containing responsive information regarding the number of material witness warrants exists, please also provide me with all other information included in that document(s) or database.
When conducting a search for responsive records, please do not limit the search only to the Central Records System. Please also search for cross reference files, ELSUR files, and any other records systems likely to contain responsive documents.
I also ask that all fees be waived for this request, as I am a journalist employed by the Boston Globe and MuckRock and I intend to use the requested information to educate the public on federal law enforcement practices. I am an individual requester, a member of the news media acting in the public interest, and I have no commercial interest in the requested documents, nor any way to profit off of them.
I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Todd Feathers
