To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of FOIA requests that were granted fee waivers for 2014 and 2015. Please include the request for fee waivers along with any supporting documentation and associated communications with OGIS. Please also include any processing notes generated for the fee waiver determination. 13 out of 285 fee waiver requests were granted in 2014 and 33 out of 558 were granted in 2015.

I am a member of the news media and request classification as such. I have previously written about the Bureau for AND Magazine, MuckRock and Glomar Disclosure. As such, I have a reasonable expectation of publication.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Best

A no responsive documents response.

From: Michael Best

I am appealing the determination not to provide me the records I requested. I requested copies of the FOIA requests, which cannot be provided by the FBI's website, as well as processing notes. None of this was provided, and cannot be provided by the website. Further, even IF that would have a link and instructions do not satisfy the FOIA requirements. Additionally, I did not ask for records to be created, research to be performed, answer inquiries or draw conclusions.
