Furthermore, I specifically invoke 5 USC 552(a)(2)(D)(ii)(II), as amended by S. 337. If you have ever released these documents before, and have received at least 3 requests for them, you must proactively make them public on your FOIA reading room.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The request was received on 7-29-2016 (actual date request was scanned into the FOIPA Document Processing System) and assigned FOIPA Request Number #1354911-000. The request was closed on 08-29-2016 due to failure to respond to estimated cost correspondence that was mailed to your attention on 07-29-2016 within the required 30 day timeframe.
Please verify a current mailing address in order for us to resend the estimated cost letter.
By letter dated July 22, 2016, you indicated you were not willing to pay anything for processing of your request. Approximately 14,121 pages of records potentially responsive to your request were located, putting the duplication fees at $430.00 to receive the releases on CD or $701.05 to receive paper copies if all potentially responsive records are processed. If you wish for your request to be reopened and processed, you must specify one of the following:

Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Our complex requests are further divided into medium, large, and extra-large sub-tracks. Simple track requests typically require the least amount of time to process.

Currently, simple track cases average approximately 80 days from the date of receipt for processing. Requests in the medium processing track are currently averaging 281 days from the date of receipt for processing, those in the large processing track are currently averaging approximately 774 days, and those in the extra-large track are averaging 879 days.

Are you claiming that the FBI is not capable of uploading files to a web site?

What other formats are "available"? Please be specific and enumerate all options.

It can accept files up to 2 GB in individual size, and up to 1 TB total."

This is a specific format request under 5 USC 552(a)(3)(B), which you are required to obey "if the record is readily reproducible by the agency in that form or format".

The format requested would not entail the costs of CD duplication and mailing that were the basis for your fee request; therefore, I expect the cost for providing the records in the format requested to be zero.
