To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of any files the FBI has on Robert H. Thomas (aka Rev. Bob Thomas), born in Minnesota on August 13, 1926 and died in Los Angeles, CA on February 25, 1985. Death record: http://death-records.mooseroots.com/l/213661497/Robert-H-Thomas

Please do an all-inclusive search of the central records, cross-reference and ELSUR indices when identifying responsive documents for this request.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest since Mr. Thomas was a public figure and held a series of prominent positions in the Church of Scientology at the national level (President, Executive Director and US Deputy Guardian) during the 1960-70s. In his final position as US Deputy Guardian he served as the head of Scientology Guardian's Office in the United States that was responsible for Operation Snow White; the world's largest covert infiltration of government agencies and private organizations by the Church of Scientology ( http://bit.ly/1vWKBE0 ). Thomas' title and rank appear multiple times in a previously released disclosure I received from your agency (FOIPA Request No. 1319319-000). That release raises multiple public interest questions regarding how he escaped indictment and prosecution while his immediate superiors and juniors, plus his own spouse Sharon Thomas, were subjected to a trial and sentencing.

Additionally, the requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
