From: Shawn Musgrave
To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
All documents provided to the Department of Justice, Office of the Inspector General regarding acquisition of unmanned aerial systems or unmanned aerial vehicles (commonly known as "drones") as part of the OIG's audit of UAS deployments.
The OIG report published on March 25 noted: "Our September 2013 interim report found that between 2004 and 2013, the FBI spent approximately $3 million to acquire small UAS it deployed to support its investigations. As of August 2014, the FBI had acquired 34 UAS vehicles and associated control stations, of which it considered 17 vehicles and a smaller number of control stations to be operational."
This is a request for all contracts, invoices, correspondence, memorandum, affidavit or other documentation provided by the FBI to OIG inspectors in support of the above finding.
Given that this FOIA is submitted in my capacity as a journalist who has covered drones and the FBI extensively, I request that I be categorized as a media requester for the purpose of fees. Here is a selection of my published articles on drones:
I have also been published in a number of national media outlets on topics including drones and other matters pertaining to national security and technologies:
http://motherboard.vice.com/read/do-the-fbis-drones-invade-your-privacy-sorry-thats-private
http://motherboard.vice.com/read/do-the-fbis-drones-invade-your-privacy-sorry-thats-private
As the requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com and pertains to a matter of considerable public interest, I further request a full waiver of all fees.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Shawn Musgrave

Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Our complex requests are further divided into medium, large, and extra-large sub-tracks. Simple track requests typically require the least amount of time to process.
Currently, simple track cases average approximately 181 days from the date of receipt for processing. Requests in the medium processing track are currently averaging 232 days from the date of receipt for processing, those in the large processing track are currently averaging approximately 659 days, and those in the extra-large track are averaging 998 days.

Estimated Dates of Completion
