The FBI’s FOI/PA Program is processing your request in accordance to the Freedom of Information and Privacy Act guidelines. *The Disclosure analyst is making a line by line, page by page review of the records to determine if any redactions are required pursuant to subsections of Title 5, U. S. Code, Section 552 and 552a. Upon completion, the records are forwarded to a supervisor for review, if approved, a release will be forthcoming.

The FBI’s FOI/PA Program is searching the FBI’s indices for potentially responsive documents. You may be contacted via form letter for all fees and/or negotiation issues that may apply. *Requests are received by Initial Processing (IP) where they are opened, assigned a FOIPA Request Number and correspondence mailed to the requester. The IP analyst searches for, retrieves and reviews potentially responsive records. If responsive records are located, they are forwarded to Disclosure for processing.

I am requesting an update on FOIA request number 1346698-000, on Daniel Duchaine. I was informed that there may be charges assessed, and I subsequently requested a waiver of those charges with respect to the fact that I am a member of the media. I have not received a reply back and would appreciate knowing whether the charges will be waived, and what stage the request is at, as well as what the volume of information will be forthcoming.

I would appreciate a timely reply, as this request is now half a year old, and my request for a waiver of fees is additionally several months old as well.

FOIPA Request number 1346698-000 is closed due to non-response to an estimated cost letter mailed April 14, 2016. As indicated in the April 14 letter, failure to respond to an estimated cost letter within 30 days results in closure of your request. We received your request for a fee waiver on July 18, 2016. Our records indicate a letter stating your fee waiver was denied due to failure to articulate any of the statutory requirements was mailed to you on July 22, 2016.

Please provide a current mailing address if you would like us to resend either letter.

In order for the request to be reopened for processing, you will need to indicate one of the following:

· You are willing to pay estimated duplication fees up to the amount specified in the April 14 letter ($40.00 for CD or $50.75 for paper copies)

I'm contacting you about the FOIA request you made for records concerning yourself. As you probably recall, the FBI located approximately 1115 pages that are potentially responsive to your request. I just wanted to let you know about the potential waiting time for a request of this size. Once requests go over a certain size, usually in the 50-page range, they become increasingly complex, greatly slowing down the time required for processing. Generally the larger the file, the longer it takes to process. Given our current workload and staffing levels, it may be a very long time before you would begin to receive material from this request.

We contact folks with requests of this size to see if there might be a way to possibly narrow the scope of the request. Is this something you might be willing to consider? I can help you decide how to reduce the scope. We can narrow the request by date, or if you are looking for something specific, we can approach it that way.
