A copy of all memos, guidelines, PowerPoint slides, briefs, or other documents held by the Federal Bureau of Investigation's Countering Violent Extremism Office which contain any of the following words or phrases: "ecoterrorism", "ELF", "Earth Liberation Front", "ALF", "Animal Liberation Front", "PETA", or "antiwar".

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Due to the voluminous requests that the FBI receives on a daily, weekly, monthly and annual basis, requesters are encouraged to utilize the online option to Check the Status of Your FOIPA Request by following the instructions in the attached sample. The FBI’s FOI/PA Program is processing your request in accordance to the Freedom of Information and Privacy Act guidelines. *The Disclosure analyst is making a line by line, page by page review of the records to determine if any redactions are required pursuant to subsections of Title 5, U. Please consider this an appeal to the Federal Bureau of Investigation's partial completion of my FOIA request. The request, copied below, was originally completed in July of 2015. However, I had not received the documents or the cover letter until February 18, 2016. Therefore, please consider this appeal timely despite being filed more than sixty days after the documents were originally provided.

The agency redacted several portions of the "FBI Intelligence Bulletin" provided in response to the request. I believe many of these redactions do not fall under the stated exemptions. For example, the agency redacted the confidence level ascribed to the intelligence within the document. Several sentences and paragraphs are redacted in their entirety. While the agency referenced the supposedly relevant exemptions, they did not explain how, specifically, the withheld material fell under those exemptions. I therefore request that you remand this FOIA back to the agency for a good faith review under the Freedom of Information Act.
