This is a request under the Freedom of Information Act. I hereby request the following records:

Previously, the FBI provided me with rosters and schedules for the San Diego Field Office's FBI Citizens Academy. Those documents are online here:

In this request, I seek rosters and schedules for 2010, 2011, 2012, 2013 and 2014 for every FBI Citizens Academy program in the country. Essentially, I am looking for the same documents referenced above, but from every field office.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I would like to appeal the redactions in this request. These names should not have been redacted: enrollees in the FBI Citizens Academy are public figures. By definition, they are civic leaders, either in government, business, religion, or media. The FBI frequently posts photos of graduating classes and encourages them to join a non-profit called the San Diego FBI Citizens Academy Alumni Association. In the past, the FBI San Diego Citizens Academy has come under criticism for awarding spots to other federal employees and as a form of favor between business colleagues. As such, this information should be disclosed to ensure accountability.

The FBI's FOIPA Program is searching the FBI's indices for potentially responsive documents.

NOTE: Recent requests are entered into the FOIPA database in the order that they are received. Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Our complex requests are further divided into medium, large, and extra-large sub-tracks. Simple track requests typically require the least amount of time to process.

Currently, simple track cases average approximately 80 days from the date of receipt for processing. Requests in the medium processing track are currently averaging 281 days from the date of receipt for processing, those in the large processing track are currently averaging approximately 774 days, and those in the extra-large track are averaging 879 days.
