This is a request under the Freedom of Information Act. I hereby request the following records:

All letters and emails sent by FAA safety inspectors to suspected commercial operators of Unmanned Aerial Systems (drones) between October 1, 2014 and March 18, 2015.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage. They will also be used in the course of reporting for the science and technology news website Motherboard (www.motherboard.vice.com).

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request, and I would like for the request to be fulfilled under the "media" fee category. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This message is in reference to your FOIA Request 2015-005141 received on March 18, 2015 requesting “Any PowerPoint presentations, memos, or correspondence sent to or presented to the FAA's regional safety inspectors regarding enforcement of the agency's unmanned aerial systems guidelines, including sample language and templates. Any briefings or standard procedures for such enforcements. Any language about what constitutes a "commercial" use of a UAS.”

Your case has been assigned to our office for processing. We need to coordinate with our regional offices the research for the documentation that you are requesting. Before we can respond to this request, we would need you to narrow the scope. Currently you are asking for: All letters and emails sent by FAA safety inspectors to suspected commercial operators of Unmanned Aerial Systems (drones) between October 1, 2014 and March 18, 2015. There are over 4,000 FAA safety inspectors, assigned throughout the country. You are asking for a search of all documents and emails that each have sent. The current scope of this request would require searching an enormous amount of records, across the entire agency. It would be unduly burdensome on agency resources. You may want to focus on a specific regional office or offices. Understand, you are not limited to one FOIA request. Also, can you clarify what you mean by “suspected commercial operators”? Once I receive your response, I can best determine how the processing of this request can proceed. Thank you.
