Dear Mr. Lipton:
This is in response to your Freedom of Information Act (FOIA) request dated, June 17, 2016, where you are seeking “all comments regarding the burden estimate or any other aspect of the collection of information, including suggestions for reducing this burden, submitted in reference to the eVetRecs Process..”  Your request has been assigned the above internal tracking number in addition to the FOIAonline tracking case NARA-NGC-2016-000592.
Whenever the National Archives and Records Administration (NARA) collects Privacy Act-protected information from the public, we must publish a notice in the Federal Register (FR), and then submit the involved forms/electronic forms system to Office of Management and Budget (OMB) for approval.  That approval lasts for three years.  We may then request that OMB to extend that approval again for three years, and continue to make such extension requests as long as we need to collect the information.  Each time we want to extend the OMB approval, we must publish an initial notice in the FR with an opportunity for the public to comment on it to us, including an opportunity to comment on the burden of collecting the information.  After that period elapses, we must publish a second notice in the FR advising that we have submitted the information collection extension request to OMB and notifying the public they may send comments directly to OMB.
NARA does not have records relating to the establishment and first clearance of this information collection because they are too far back and were destroyed in accordance with NARA's records schedule (N1-64-05-3 item 1).
However, we do have records on the most recent request for extension:
We published the first notice for the information collection activity involved with eVetrecs (SF-180) in the Federal Register on October 28, 2014 with a 60-day public comment period ending on December 29, 2014. We received no comments on this first notice, and thus no comments on the burden.

We published the second notice for this information collection on January 23, 2015, with a 30-day public comment period to submit comments to OMB by February 23, 2015.  The citation for this notice is 80 FR 3658 (January 23, 2015).  The link to the published notice is:  https://www.gpo.gov/fdsys/pkg/FR-2015-01-23/pdf/2015-01133.pdf We received no comments on the second notice, and thus no comments on the burden.

Whenever we store Privacy Act-protected information in a system of records and the information can be retrieved in certain ways related to the Privacy Act-protected information, we must publish a notice in the Federal Register and an opportunity for public comment on it when we establish that system, and again periodically when we review all of our systems of records.  If we substantially change the system, we must also publish a notice in the Federal Register with a public comment period.  Whenever we publish a notice about a system of records, we must also submit the system of records and its notice to Congress and OMB for review.
The eVetrecs system is such a system of records.  We no longer have records of the original publication of the system of records notice because it is too far back and those records were destroyed in accordance with NARA's records schedule (N1-64-05-3 item 1).
However, we do have records of the last two times we re-published notice of this system of records when we reviewed and re-published notices for all of our systems of records.  We received no comments on this SORN either time.
We reviewed all of our systems of records and re-published the SORNs for them in the Federal Register in October 2007.  The citation for that notice is 72 FR 56570 (October 3, 2007).  The SORNs had a 30-day public comment period ending November 2, 2007.  The system of records that covers eVetrecs is NARA 35, Case Management and Reporting System (CMRS). We again reviewed all of our systems of records and re-published the SORNs for them in the Federal Register in 2013.  The citation for that notice is 78 FR 77255 (December 20, 2013).  The SORNs had a 30-day public comment period ending on January 21, 2014.  The system of records that covers eVetrecs was (and is) still NARA 35, Case Management and Reporting System (CMRS).  The link to the published notice containing all the SORNs is:  https://www.gpo.gov/fdsys/pkg/FR-2013-12-20/pdf/2013-30311.pdf We received no comments on NARA 35 during this public comment period.
