Dear Mr. Szoldra:

This responds to your Freedom of Information Act (FOIA) request for a copy
of DODIG-2020-132, Evaluation of the U.S. Africa Command’s Response to the
Coronavirus Disease-2019. We received your request on October 13, 2020, and
assigned it case number DODOIG-2021-000051.

The Evaluations Component conducted a search and located the report
responsive to your request. In coordination with U.S. Africa Command, we
determined that the attached report, totaling 24 pages, is appropriate for
release in part pursuant to the following FOIA (5 U.S.C. § 552) exemptions:

• (b)(1), which pertains to information that is currently and properly
classified pursuant to Executive Order 13526, sections:

o 1.4(a), military plans, weapon systems, or operations;

o 1.4(b), foreign government information;

o 1.4(c), intelligence activities (including covert action),
intelligence sources or methods, or cryptology;

o 1.4(d), foreign relations or foreign activities of the
United States, including confidential sources;

o 1.4(g), vulnerabilities or capabilities of systems,
installations, infrastructures, projects, plans, or protection services
relating to the national security; and

o 1.7(e), compilations of items of information that are
individually unclassified may be classified if the compiled information
reveals an additional association or relationship that: (1) meets the
standards for classification under this order; and (2) is not otherwise
revealed in the individual items of information.

• (b)(6), which pertains to information, the release of which would
constitute a clearly unwarranted invasion of personal privacy.

If you consider this an adverse determination, you may submit an appeal.
Your appeal, if any, must be postmarked within 90 days of the date of this
letter. Since you have created an account in FOIAonline, please log in to
