This is a request under the Freedom of Information Act.

In a [letter][1], dated December 19, 2013, from Laura M. Laughlin, special agent in charge at Federal Bureau of Investigation's Seattle bureau, to Donald Ramsdell, chief of police at City of Tacoma, Washington, stated in part:

"Consistent with the conditions on the equipment authorization granted to Harris Corporation by the Federal Communications Commission (FCC), state and local law enforcement agencies must coordinate with the Federal Bureau of Investigation (FBI) to complete this non-disclosure agreement prior to the acquisition and use of the equipment/technology authorized by the FCC authorization."

I hereby request all equipment authorizations granted to Harris Corporation by the Federal Communications Commission that contain conditions including a requirement that state and local law enforcement agencies must complete one or more non-disclosure agreements with the Federal Bureau of Investigation prior to acquisition and/or use of the authorized equipment. This should include but not be limited to the authorization referenced by Ms. Laughlin in the aforementioned letter to Mr. Ramsdell of December 19, 2013.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
