Copies of internal presentations, reports, studies, memorandum, or proposals created or received by U.S. Special Operations Command - USSOCOM concerning software developed by The Tor Project, Inc., including but not limited to:

- Tor
- Tor Browser
- Tor bridges
- Tor onion sites (v2 or v3, sometimes called "darkweb" or "darknet" sites)
- Tor onion services (v2 or v3, sometimes called "hidden services")
- Tor bandwidth authorities or directory authorities
- Tor pluggable transports (obfs4, meek, ScrambleSuit, etc)
- Tor relays (also known as "routers" or "nodes", sometimes called "guard", "middle", or "exit" relays)

Please limit this request to documents from 2010-January-01 through the date the search for responsive records is conducted.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon Mr. Sheats,

The U.S. Special Operations Command (USSOCOM) received your Freedom of Information Act (FOIA) request for documents pertaining to The Tor Project, Inc., and have assigned it USSOCOM FOIA 2020-152. Please refer to this number should you have any questions concerning your request. We apologize for the inadvertent delay in acknowledging your request, which we noticed when further processing your inquiry that the acknowledgement email was not sent. We can assure you, though, your request was date stamped and logged into our database in a timely manner. A copy of your request is attached.

We have placed you in the "all other" category for fee purposes, which affords you two hours of search time and 100 pages of duplication free of charge. Subsequent processing will be assessed at the established DoD fee rates: clerical search time is $20 per hour; professional search time is $44 per hour; executive search time is $75 per hour, and document reproduction is at $0.15 per page. Depending on the size of the document(s), we may provide the final response on CD or electronically. You have agreed to pay fees in the event there are any for the processing of this request; however, it is a standard practice that we ask you to provide an amount you agree to pay and we will advise you if the costs are expected to exceed that amount. In this case, though, your request is nearing completion and there are no applicable fees.

Your request is being processed in accordance with procedural requirements promulgated in Department of Defense (DoD) Regulation 5400.07, which is available on the Internet at: https://open.defense.gov/Portals/23/Documents/FOIA/FOIA_Resources/DoDM%205400.07.pdf?ver=2017-03-15-135646-847. The actual processing time will depend upon its complexity, whether it involves sensitive records, voluminous records, extensive searches, consultation among DoD components or other agencies, and our administrative workload. The USSOCOM FOIA Office has a substantial number of pending FOIA cases and, therefore, we process requests in a multi-track processing system based on the date of receipt and the amount of work and time involved in processing each request. Also, when processing contract information for release under the FOIA, if applicable to the request, we have a requirement to notify the submitter and give them time to review their contract information to include recommendations for withholding any proprietary information they would not want released. We estimate the time for completion to be approximately 1-2 weeks, it could be more or less.
