This is a request under the Freedom of Information Act. I hereby request the following records:

Materials describing information sharing efforts relating to DIA's EMERALD system, a matrix of drug-related information needed to support the development of a counternarcotics data base which was scheduled for initial operation in April 1992. Please include materials describing agreement on which DOD or Law Enforcement Agency (LEA) organizations provide the information for the data base as well as guidance detailing the intelligence analysis and reporting expected from individual DOD and LEA organizations involved in the counternarcotics effort.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

So because a lot of other requests came in, they were put in ahead of my request? I was 522 of 975, now I'm 795 of 1049. I was told in your initial letter that the requests, mine in particular, would be processed in the order it was received.
