From: CJ Ciaramella
To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
All business-related emails to and from former EPA Administrator Lisa Jackson's personal account, lisapjackson@verizon.net, from Jan. 20, 2009 through Feb. 19, 2013.
As revealed in previous Freedom of Information Act requests, Jackson used her home email account for business purposes and advised others outside industry contacts to message her through her home account: http://freebeacon.com/lisa-jackson-contacted-lobbyist-from-private-email/
This evidence opens up Jackson's home email account to further FOIA requests.
According to the EPA records manual, "an e-mail message is a record if it documents the EPA mission or provides evidence of an EPA business transaction."
Furthermore, "if, during an emergency, you use a non-EPA e-mail system, you are responsible for ensuring that any e-mail records and attachments are saved in your office's recordkeeping system."
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
CJ Ciaramella
