In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi,

In order to help process this request more quickly, I would like to limit it to the last 3 years of emails, and limit it to a keyword search of the emails with the words "SNAP" or "Supplemental Nutrition Assistance Program" in them that were sent between individuals in the USDA's SNAP office likely to communicate with the aforementioned groups.

Please let me know if this is sufficient clarification.

Our office attempted to contact you on 8/6/13 for clarification and explain that the key words you mention below are in every email/communication and would be difficult to conduct a reasonable search. We informed you on 9/24/13 that we haven't received a clarification and would administratively close your request if we didn't receive a response by 9/27/13. Attached are those letters.
