Pursuant to the Freedom of Information Act, I hereby request the following records:

I would like to obtain all emails sent to, from, or copied to Ellen L. Weintraub from January 1, 2019 to present day containing any of the following non-case-sensitive key-strings: "2020", or "quorum".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Mr. Amarel,

This email concerns the requests you filed for information under the Freedom of Information Act (FOIA) dated September 8, 2019 and received by the Federal Election Commission's (FEC) FOIA Requester Service Center on September 9, 2019. Specifically, you requested:

FOIA 2019-100
all emails sent to, from, or copied to Ellen L. Weintraub from January 1, 2019 to present day containing any of the following non-case-sensitive key-strings: "2020", or "quorum".

FOIA 2019-101
all emails sent to, from, or copied to Vice Chairman Petersen from August 1, 2019 to present day containing any of the following non-case-sensitive key-strings: "2020", or "quorum".

FOIA 2019-103

The FOIA requires that requests "reasonably describe" the records sought such that an agency employee familiar with the subject area of the request can locate the records with a reasonable amount of effort. See 5 U.S.C. § 552(a)(3)(A). We have determined that your request does not adequately describe the records sought, and are therefore unable to process it at this time.

Therefore, I am writing you to clarify your request to reasonably describe the records you seek. Specifically, we are concerned that the key-word "2020" will produce thousands of non-relevant results because using that number by itself will pull in any document that has the numbers 2020 in it. If you are interested in the 2020 election, we suggest that you clarify your request to modify "2020" as "2020 election" which would be more exact in producing just those documents.

If we do not receive your written response clarifying what records you are seeking within 20 working days from the date of this letter, we will assume that you are no longer interested in pursuing your request and will administratively close this request. See 43 C.F.R. § 2.5(d).

The requested records are "reasonably" described. It is safe to say that any government employee, can conduct a keyword search of an email inbox by going to search bar, typing "quorum" and clicking search.

Please conduct the search, it is not overly burdensome. If there are too many responsive records you can ignore spam, newsletters, or junk mail.
