A copy of all documents or FBI files pertaining to Elbert Howard, an obituary of whom was published in The New York Times on July 26, 2018 under the headline "Elbert Howard, a Founder of the Black Panthers, Dies at 80". The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
