This is a request under the Freedom of Information Act. I hereby request the following records:

All correspondence and information related to USAID's endowment to the Egyptian Center for Economic Studies. In 1991, USAID established a $10 million dollar endowment to the Egyptian Center for Economic Studies. I am requested documents pertaining to the establishment of the Center itself and correspondence about the endowment. In particular, I am interested in correspondence that mentions the following name: M. Taher Helmy.

I am a university professor at a public university and this request is towards research for a book project. The book will be published through a university press and publicly available. As such, I kindly request a fee waiver for educational purposes. I'm happy to provide additional certification of my university affiliation should you need it.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
