To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Any and all complaints and/or referral packages surrounding the U.S. Fish and Wildlife Service's handling of the Eastern Collier Property Owners (ECPO) development project and Incidental Take Permit application (i.e., the Eastern Collier Multi-Species Habitat Conservation Plan, permit application, or Environmental Impact Statement). This request also seeks to obtain the total number of complaints received by OIG relating to FWS' handling of the ECPO project, the total number that are being investigated by OIG, and the total number that are being referred back to FWS or other agencies.

I am a reporter for The Nation, and other outlets.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
