Hello Mr. Peck,

Your FOIA request for "Records, guidelines, and instructions regarding identification and collection of "Electronic Communication
Transactional Records" (ECTR) from third party organizations or businesses," is currently being processed. The request is very broad and needs to be narrowed. If you could provide a little more information on what you are looking for I believe that would help in getting this processed fairly quickly. If you are interested in all records regarding ECTR, I would ask that you limit your request to a certain time frame. If you are looking for guidance material, I would be more than happy to process our current guidelines. If there are specific records or guidelines that you are interested in, please identify the documents.

If you are still interested in pursuing your request, please contact this office within thirty (30) days of the date of this email with the requested information. Please use the FOIA/PA # indicated above in all correspondence relating to your FOIA request. We note, failure to respond within 30 days of the above date will result in the administrative closure of your file.

Hello Theresa!

Regarding your request to narrow scope of inquiry around "Electronic Communication Transactional Records" (ECTR).

Please restrict search to materials specific to National Security investigations, and specific to "Electronic Communication Transactional Records" produced by Web Service (accessed via HTTP or HTTPS in Browser) or by Mobile Device (Android or iOS). Purely business to business transactional records may be omitted, as in finance or lending between corporations. Records which originate in a non-electronic system, and are imported into electronic systems may be omitted, for example legacy billing and auditing systems.

Let me know if any further clarification is needed.

Thank you!
Martin Peck.

Hello Mr. Peck,

This email is in response to your inquiry to this office on March 8, 2017. On September 21, 2016, the NSD administratively closed your request because we were still unclear what records you were seeking. Again, if you would like to resubmit your request identifying specific records with a reasonable date range, since this office was created back in 1979, that would assist us greatly in attempting to locate the records that you are requesting.

If you have any additional questions, please let me know. Thanks and have a great day.
