Any and all e-mail correspondence referring to the company CH2M Hill and the granting of stimulus funding.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for getting back to me.

While I am aware that the allocation of funding provided to CH2M Hill can be located on public sites such as Recovery.gov, there is other information that can not be located. For instance, as I'm sure the DOE kept track of how the company spent the money via itemized expense reports and such, that data is not readily available.

And while this would be helpful knowledge, I am also seeking conversations and decisions by personnel at the Energy Department, on why this company was chosen to receive such generous rewards. Who made these decisions? Was there a competitive bidding process? Where did the money go once rewarded? Where are those reports? Who at CH2M Hill was actually spoken to?

Unfortunately, such information can not be attained without perusing the files provided by the FOI act.

How can I still obtain these files? Please advise.

In an e-mail to me dated December 21, 2011, you modified your request to:

CH2MHill Plateau Remediation Company (CHPRC) performed 8 projects for the Department of Energy utilizing American Recovery and Reinvestment Act (ARRA) funds. The Total Project Cost is provided in parentheses. Each are as follows:

CHPRC competed for and was awarded a $4.515 B contract on June 19, 2008,to complete select cleanup work at the Hanford Site. See: http://www.hanford.gov/index.cfm?page=1062&. In April, 2009, The Department of Energy provided $1.38 B of ARRA funds to the CH2MHill Plateau Remediation Company to accelerate and complete a portion of the work specified in that competitively awarded contract. The specific costs and projects are listed above in item 1. The Source Evaluation Board Report and the Source Evaluation Board Evaluation Statement are responsive to this item. A search has been started for these documents and I will notify you as soon as our search and review is complete.

3) "Who made these decisions"

The contract was awarded in accordance with the competitive procurement procedures of the federal government (See Federal Acquisition Regulation, Part 15). Both the Source Selection Statement and the Source Evaluation Report are responsive. A search has been started for these documents and I will notify you as soon as our search and review is complete.

4) "Was there a competitive bidding process?"

Yes, CH2MHill was competitively awarded a contract for the work June 19, 2008. As stated above, the contract is available at: http://www.hanford.gov/index.cfm?page=1062&.

6) "Where are those reports?"

Thanks very much for your response, and I apologize profusely for being unable to get in contact with Jon. The situation here makes it difficult.

While the Plateau Remediation site is a main interest, I was seeking stimulus related projects for the company CH2M Hill as a whole.

First, the Plateau Remediation division was awarded $4.5 billion alone? My understanding is that the company overall had received $1.9 billion. Does this indicate the amount of money disbursed thus far, and that is why they are reporting a lower amount?

Also, I am particularly interested in Award Number CF0000036, which is the Solyndra loan. CH2M Hill was awarded $9.6 million for the design of the Solyndra facility. Is there an itemized list of what THAT money in particular was used for?
