The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Brumby,

I believe my requests satisfies all six statutory requirements for a fee waiver.

First, the documents requested are those relating to the production of a US government publication, thus satisfying the requirement that this request relates to a governmental function.

Secondly, the sought disclosure will shed light on how NIST determines cryptographic standards that we trust every day with our money and confidential information.

Thirdly, the debate over this particular standard and the possibility of a backdoor has been covered by Reuters http://www.reuters.com/article/2013/12/21/us-usa-security-rsa-idUSBRE9BJ1C220131221, among other outlets. Clearly it is believed to be of significant interest by the editors of a major, mass market publication, and I have no reason to believe Reuters is exceptional in this matter.

Fourth, these documents may explain the genesis of the constants in Dual EC. This is crucial to determining if the standard is flawed or not. It would therefore significantly expand public understanding of the debate around Dual EC.

I have no commercial interest in this disclosure, therefore the fifth and sixth criteria are satisfied automatically. I believe for these reasons my request for a fee waiver meets statutory requirements and should be granted.
