To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

I request all draft regulations (e.g. Executive Orders) and speeches written and edited by anyone from 01/20/2017 to the date of the search. It will include all notes, emails, and exchanges done as well. Also, it will include all edits done on such things through pencil or online. It will include but is not limited to executive orders and speeches. It can relate to any issue and any topic. I also wish to include all drafts, notes, and non released drafts and edits as well.

I am requesting a classification as a educational institution as this is part of a club. The club has received a grant from Muckrock which makers it an affiliate of a news organization.

I also request a fee waiver as well:
1. The records are likely to contribute to public understanding. This is since it will allow a insight to the process taken by the Trump administration in their first 10 months. This will be by allowing the public to "see and discern" with full light the way Trump and his administration has completed and publish the regulations. Many people are interested in these documents. This is since the regulations (e.g. Executive Orders) has affected millions in the United States and the world.
2. The information that is involved in this requesting is appealable to all people. This is since the regulations and speeches has affected millions. This is since it has ranged from racial issues to accountability. Over 70% of Americans hold a strong stake in both of these issues. It will be disseminated through Mucrock.com. The website has over 100,000 viewers which can appeal a broad spectrum. They have a team that can analyze and publish the documents with a "ready and comprehendible analysis".
3. No information has been released making any document substantial.

Sincerely,

Carlos Gamez

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Carlos Gamez

From: U.S. Office of Management and Budget

Good Morning Carlos Gamez:

The Office of Management and Budget (OMB) regrets the delay in responding to your Freedom of Information Act (FOIA) request. Unfortunately, OMB is experiencing a backlog of FOIA requests. Please know that OMB management is very committed to providing responses to FOIA requests and remedying the FOIA backlog.

To the extent you remain interested in having your FOIA request from 2017 processed, please note that all of the records you have requested are, by your request's terms, "drafts" of agency documents. Under the FOIA's Exemption 5, and leading legal opinions outlining the Deliberative Process Privilege, all draft documents (i.e., documents that are not finalized) in agency records are generally exempt from disclosure under FOIA requests. For more information about Exemption 5, please see the Justice Department's Guide to the Freedom of Information Act at https://www.justice.gov/oip/doj-guide-freedom-information-act-0.

Given the passage of time, this communication is to confirm whether you are still interested in having the attached FOIA request processed. Please confirm your continued interest by replying to this email within 14 calendar days from the date of this communication, and reference the FOIA number cited above.

If we do not receive a response from you within the specified time frame, we will consider the non-response as an indication that you are no longer interested, and will close your FOIA request.

Sincerely,

OMB FOIA Team
