To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Previously unprocessed records relating to Donald Thomas "Don" Regan (December 21, 1918 – June 10, 2003) who was the 66th United States Secretary of the Treasury, from 1981 to 1985, and White House Chief of Staff from 1985 to 1987 in the Ronald Reagan Administration, where he advocated "Reaganomics" and tax cuts to create jobs and stimulate production. Before serving in the Reagan administration, Regan served as Chairman and CEO of Merrill Lynch from 1971 to 1980. He had worked at Merrill Lynch since 1946 and before this he had studied at Harvard University and served in the United States Marine Corps, achieving the rank of lieutenant colonel. The FBI has previously confirmed death, so no proof of death is required.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Emma Best

I am appealing the determination that records were reviewed when I requested - the FBI's letter made it clear that it was a preprocessed release, and that I was not being provided with documents that were referred to other agencies. This request was specifically for records not previously released and records referred to OGAs.
