Special Access and FOIA
From: Laurel Macondray
Dear Mr. Miaw,
I am writing regarding your FOIA request for litigation records related to
Ferdinand Marcos, NAID 1602875. I have attached two folder lists. One is a
list of the folders that are unrestricted and available for use. The second
is a list of folders that need to be reviewed prior to making them
available. There are approximately 6700 pages requiring review. Requests of
this size are assigned to our second tier queue. We are currently
processing requests received in January 2012. If you are able to narrow
your scope to a few folders we may be able to move your request to our
first tier. Currently our first tier backlog stands at 18 months.
Please let me know how you would like to proceed or if you have any
questions.
Sincerely,

An interim response, stating the request is being processed.

Hi Ms. Macondray,
Thank you for your response. I did have a question - if I only needed files from the unrestricted list, would it be possible to get them faster than the approximately 18 months to process first tier requests? If so, is there a way to file one request for unrestricted materials and one for materials requiring review?
Thanks,
Calvin Miaw
From: Laurel Macondray
Dear Mr. Miaw,
The unrestricted folders are available now. No further review is required
on those. You can come here to College Park to view the folders or you can
pay for a reproduction. Reproductions cost $0.80/page. If you would like to
come here to view the folders, please contact me a week in advance so I can
pull the folders for you. If there are any folders from the "Requires
Review" list that you are interested in, you can identify those and I can
update the request to reflect that. If you are not interested in any of
those folders I can update your request and we can close this FOIA.

Hi Ms. Macondray,
Thanks for your assistance. I will let you know shortly if I need anything from the "requires review" list. Under the "Unrestricted" list, I only need the Domingo v. Marcos folders and Litigation Memoranda. Is it possible to pay for a page count so I can assess whether to pay for photocopies or hire a researcher to visit the archives?
Thanks,
Calvin
From: Laurel Macondray
Dear Mr. Miaw,
I looked at the folders you are interested in copying. There are
approximately 880 pages. At $0.80/page that is $704. Let me know if you
would like to proceed with copying and I can send the paperwork. If you
decide to have a researcher come in to make the copies please make sure the
researcher contacts me a few days in advance so that we can make sure the
folders are ready when s/he arrives.
