To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Records mentioning Dr. Alexander Theodore Shulgin AKA Alexander Shulgin AKA Dr. Shulgin AKA Sasha AKA Sasha Shulgin (June 17, 1925 – June 2, 2014), who was an American medicinal chemist, biochemist, pharmacologist, psychopharmacologist, and author. He is credited with introducing MDMA (ecstasy) to psychologists in the late 1970s for psychopharmaceutical use and for the discovery, synthesis and personal bioassay of over 230 psychoactive compounds for their psychedelic and entactogenic potential. In 1991 and 1997, he and his wife Ann Shulgin authored the books PIHKAL and TIHKAL (standing for Phenethylamines and Tryptamines I Have Known And Loved). He had relationships with various law enforcement components, including DEA.

FOIA case law establishes the extent to which agencies MUST search all records system reasonably believed to contain responsive documents, even if it means contacting former employees. Truitt v. Department of State, 897 F.2d 540, 542 (D.C. Cir. 1990) makes it explicitly clear that it is the obligation of the Department to “conduct a search reasonably calculated to uncover all relevant documents.” In addition, the Justice Department’s May 2004 FOIA Guide states that an agency “cannot limit its search to only one record system if there are others that are likely to turn up the information requested.”

Please search all of the following DOJ components:

- Antitrust Division records
- Associate Attorney General records
- Attorney General records
- Bureau of Alcohol, Tobacco, Firearms, and Explosives records

Re: FOIA/PA #16-136

Dear Mr. Best:

This is to acknowledge receipt of your email dated April 9, 2016, to the Mail Referral Unit (MRUFOIA) requesting "Records mentioning Dr. Alexander Theodore Shulgin AKA Alexander Shulgin AKA Dr. Shulgin AKA Sasha AKA Sasha Shulgin (June 17, 1925 - June 2, 2014), who was an American medicinal chemist, biochemist, pharmacologist, psychopharmacologist, and author." Your Freedom of Information Act request was received in the FOIA office on April 11, 2016.

Created by the reauthorization of the USA PATRIOT Act in March 2006, the National Security Division (NSD) formally began operations on October 2, 2006. The NSD consolidated the national security components of the Department of Justice under a new Assistant Attorney General (the AAG for National Security). These components included the Office of Intelligence Policy and Review (now the Office of Intelligence) and the Criminal Division's Counterterrorism and Counterespionage Sections. The NSD also includes a new Law and Policy office responsible for providing legal assistance and for formulating legislative initiatives on matters related to national security law and policy. These organizational changes reinforce the Department's efforts to prevent terrorism and other threats to national security. In addition, the AAG for National Security acts as the Department's liaison with the Office of the Director of National Intelligence, the Central Intelligence Agency, the Department of Defense, and other intelligence community agencies in order to improve coordination against terrorism and other threats to national security.

We are unable to process your request as submitted and with this letter, it is closed administratively.

Dear Mr. Best:

This correspondence is in response to your Freedom of

please address all FOIA related correspondence to us at
PardonAttorneyFOIA@usdoj.gov <mailto:PardonAttorneyFOIA@usdoj.gov> . I
apologize for the delay in responding to you but our office is dealing
with a backlog of requests as we continue to manage the Department's

Pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. § 552 et
seq., you requested records mentioning Dr. Alexander Theodore Shulgin
AKA Alexander Shulgin AKA Dr. Shulgin AKA Sasha AKA Sasha Shulgin.

In response to your request, I searched the official files of this
office and determined that we do not have any documents related to Dr.

law enforcement and national security records from the requirements of
the FOIA. See 5 U.S.C. § 552(c). This response is limited to those
records that are subject to the requirements of the FOIA. This is a
standard notification that is given to all our requesters and should
not be taken as an indication that excluded records do, or do not,
exist.
