This is a request under the Freedom of Information Act.

I am seeking all documents that indicate how the "elevated-risk" and "high-risk" entities and categories of entities came to be so designated throughout Operation Choke Point, from January 1st, 2013 through August 23rd 2017. I would like internal correspondence, emails, memorandums, opinions, reports, and related material that could provide the public with a deeper understanding of what criteria was applied by the Department of Justice in deciding which industries and entities would be targeted by this initiative.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

As Operation Choke Point was a nationwide operation initiated by the Department of Justice, I am seeking the previously requested records, as held by the Washington D.C. of the DOJ, specifically the Office of Legislative Affairs, the Office of Attorney General, the Office of Legal Policy, and the Office of Legal Affairs. Per the request, I am seeking to answer a very specific question about a national policy, and it would likely stand to reason that each and every office named would have the information being sought.
