I would like to appeal the fee determination as your agency is bursting at the seams with public interest in its internal operations including misconduct as well as employees feeling the need to file 'Whistleblower Complaints' due to managerial ethics failures. It is overwhelmingly in the interest of the agency to demystify its internal operations to help redress its public image by operating in transparency.

Re: Fee Waiver Appeal
FOIA #: 1539495-001
These facts are presented Inter Alia, as I was unaware that the person making this determination was seeking a presentation in lieu of the exercise of excellence in jurisprudence favoring transparency.
As shown in exhibit, your organization and the documents sought have a storied history which includes an FBI employee taking it upon himself to steal the documents and leak them due to whistleblower issues. Your agency has also been subject to litigation for failures to administer proper procedures that have resulted in deaths from a mass shooting (Parkland, FL). I feel the information as presented shows an overwhelming government interest in the agency maintaining public trust adhering to transparency and guiding its own public image or lack thereof.
Again, you are petitioned to waive the fees in the public interest.

The FBI has received your additional correspondence regarding your Freedom of Information/Privacy Act (FOIPA) request and it has been forwarded to the assigned analyst for review and determination.
FOIPAQUESTIONS@FBI.GOV is not the proper method for submitting appeals pertaining to FOIA requests.
As stated in the letter dated June 2, 2022, you may file an appeal by writing to the Director, Office of Information Policy (OIP), United States Department of Justice, U.S. Department of Justice, Sixth Floor, 441 G Street, NW Washington, DC 20001, or you may submit an appeal through OIP’s FOIA STAR portal by creating an account on the following web site: https://www.justice.gov/oip/submit-and-track-request-or-appeal. Your appeal must be postmarked or electronically transmitted within ninety (90) days from the date of the letter in order to be considered timely. If you submit your appeal by mail, both the letter and the envelope should be clearly marked “Freedom of Information Act Appeal.” Please cite the FOIPA Request Number assigned to your request so that it may be easily identified.
You may seek dispute resolution services by contacting the Office of Government Information Services (OGIS) at 877-684-6448, or by emailing ogis@nara.gov. Alternatively, you may contact the FBI’s FOIA Public Liaison by emailing foipaquestions@fbi.gov for dispute resolution services from the FBI. If you submit your dispute resolution correspondence by email, the subject heading should clearly state “Dispute Resolution Services,” and you should also cite the FOIPA Request Number assigned to your request. Your use of dispute resolution services does not toll the time limit to file a timely appeal with the Director, OIP, U.S. Department of Justice.

Process Description (Will display the current progress of the request)
The FBI's FOIPA Program is searching the FBI's indices for potentially responsive documents.
You may be contacted via formal letter for all fees and/or negotiation issues that may apply.
NOTE: Recent requests are entered into the FOIPA database in the order that they are received. Before you can check the status, you must have received correspondence assigning a FOIPA request number and the information transferred to the online database. Status information is updated weekly. If a request has been closed within the last six months the online database will display the following: The FOIPA number entered has been closed, and appropriate correspondence has been sent to the address on file.
Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Our complex requests are further divided into small (51-250 pages), medium (251-500 pages), large (501-4,999), and extra-large (over 5,000 pages) sub-tracks. Simple track requests typically require the least amount of time to process. The more potentially responsive pages a request has, the more complex it becomes, greatly increasing the time required for processing. Generally, the larger the file, the longer it takes to process.
Currently, simple track cases average approximately 230 days from the date of receipt for processing. Complex requests in the small processing track are currently averaging 1,085 days from the date of receipt for processing, those in the medium processing track are currently averaging 1,310 days, those in the large processing track are currently averaging approximately 2,010 days, and those in the extra-large track are averaging 2,370 days .
