I was seeking a copy of any changes or amendments to the Federal Bureau of Investigations, DOIG 'Domestic Investigations and Operations Guide' the most recent version published to the Vault is dated 2016. I would like any new information declassified and released.

I would like to appeal the fee determination as your agency is bursting at the seams with public interest in its internal operations including misconduct as well as employees feeling the need to file 'Whistleblower Complaints' due to managerial ethics failures. It is overwhelmingly in the interest of the agency to demystify its internal operations to help redress its public image by operating in transparency.

These facts are presented Inter Alia, as I was unaware that the person making this determination was seeking a presentation in lieu of the exercise of excellence in jurisprudence favoring transparency.

As shown in exhibit, your organization and the documents sought have a storied history which includes an FBI employee taking it upon himself to steal the documents and leak them due to whistleblower issues. Your agency has also been subject to litigation for failures to administer proper procedures that have resulted in deaths from a mass shooting (Parkland, FL). I feel the information as presented shows an overwhelming government interest in the agency maintaining public trust adhering to transparency and guiding its own public image or lack thereof.

Again, you are petitioned to waive the fees in the public interest.
