Dear FOIA Officer:

Pursuant to the Freedom of Information Act, I hereby request the following records:

All correspondence, including emails, spanning the period from July 9, 2017 through June 12, 2019, regarding the Bureau of Land Management's LEMIS-IMARS law enforcement case management system, in which Law Enforcement Director William Woody is the sender or recipient, or is copied.

As a freelance journalist, I expect to be placed in your news media category. In making this request, I am gathering information of potential interest to the public for dissemination to the public. As evidence of my publication record, here are some links to my stories:
https://www.nationalgeographic.com/animals/2018/11/zoos-protect-animals-fire-disaster/

https://news.nationalgeographic.com/2018/02/wildlife-watch-sea-cucumbers-illegal-wildlife-trade-coral-reefs/

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Furthermore, I request a fee waver on the grounds that this information is likely to contribute significantly to public understanding of the operations of the government — i.e., the status of the Interior's department-wide law enforcement database.

If you deny my fee waver, I am willing to pay up to $25 for the processing of this request. I would be grateful if you would inform me if the estimated fees will exceed this limit before processing my request.

Thank you in advance for your time.

I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Maraya Cornell
