I hereby appeal the withholding of portions of documents responsive to my request, which DoD IG FOIA assigned tracking number DODOIG-2017-000003.

I ask that the DoD IG FOIA Appellate Authority review the justifications for and application of the invoked exemptions, as I assert that they were inappropriately applied in circumstances that are neither classified nor could even remotely be deemed "military plans."

As just one example — and I emphasize again that I hereby challenge ALL applications of the invoked exemptions — I point the Appellate Authority to the invocation of b(1), the classification exemption, to a paragraph in the "Background" section about Operation Inherent Resolve (see p1 of the responsive document). Operation Inherent Resolve has its own website: http://www.inherentresolve.mil/. It is a ludicrous stretch to assert the classification exemption to the entirety of a paragraph that, presumedly, provides background information about a military operation that has been publicly announced, including in the unclassified title of the responsive document itself.

This is but one clear example that leads me to question whether other redacted portions of the responsive document have been withheld without the narrow and specific justification required under the FOIA. As such, I ask that you remand this request to DoD IG FOIA for a good faith review and provision of the requested document to the extent required by statute.

Hello -

Please confirm the FOIA request to which DODOIG-APPEAL-2017-000736 corresponds.

The dates indicated in the appeal acknowledgement letter suggest that it is in response to my appeal for FOIA assigned tracking number FOIA-2017-000003, which pertains to the DODIG report DODIG-2016-111, "DoD Effectively Synchronized Military Information Support Operations for Operation Inherent Resolve but Needs to Develop Formal Processes and Procedures for Web-Based Operations (Project No. D2016-D000CN-0098.000)."

However, the appeal acknowledgement letter dated July 9, 2017 and postmarked July 28, 2017 indicates that this appeal is in response to a FOIA assigned tracking number FOIA-2016-00382, which pertains to another DODIG report. I have separately appealed the DODIG's response to that FOIA request, but I did not do so until July 31, 2017.

As such, I believe the appeals may have been inappropriately consolidated or the tracking numbers for their respective appeals confused at some point during processing by the DODIG FOIA appellate authority.
