A copy of report DODIG-2016-055, "U.S. and Coalition Efforts to Train, Advise, Assist, and Equip Iraqi Sunni Popular Mobilization Forces" (Project No. D2015-D00SPO-0213.000)
I am requesting this report in my capacity as a journalist who has covered the Defense Department extensively. As such, I ask to be categorized as a media requester for the purpose of fees. Furthermore, I ask that fees be waived since this report concerns a matter of public interest.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I hereby appeal the rejection its entirety of my request, which DODoD IG FOIA office assigned tracking number FOIA-2016-00382.
In its response dated June 28, 2017, the DoD IG FOIA office invokes certain exemptions. I appeal the office's failure to provide non-exempt portions of the report. The FOIA requires agencies to release portions of responsive documents to which invoked exemptions are irrelevant.
I furthermore appeal the application of the invoked exemptions, and ask that you remand this request to DoD IG FOIA office for a good faith review of the responsive document in keeping with its legal obligations under the FOIA.
