This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of each Report of Investigation (ROI) for each investigation completed within the last four years involving expense reimbursement, expense fraud, travel expenses or entertainment expenses.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This is in response to your Freedom of Information Act (FOIA) request dated January 21, 2013, for a copy of each Report of Investigation (ROI) for each investigation completed within the last four years involving expense reimbursement, expense fraud, travel expenses, or entertainment expenses. We received your request on the same date and assigned it FOIA case number F-13-00230.

The FOIA specifies that all requests must reasonably describe the records sought, and this description should enable an agency employee familiar with the subject area to locate the record(s) with a reasonable amount of effort. As there is no central index for ROIs, the search for the records would be unreasonably burdensome. Please narrow the scope of your request. Please respond to this email accordingly with your amended request. If no response is received within 20 days of this email, we will consider this request administratively closed.

Are these records indexed along any lines? Can you send along how they are filed so I can better narrow this request?

Mr. Morisy,

I am in receipt of your questions on clarifying your request. The ROIs are not indexed and most of the components don’t have lists based on subject matter. The ROIs are filed by investigation number. These investigations may be within one or more of several offices, Whistleblower, Defense Criminal Investigative Service (DCIS), Administrative Investigations, Hotline, or Audit.
