Pursuant to the Freedom of Information Act, I hereby request the following records:
I would like any policies, directives, or regulations (including similar publications by whatever title that issue guidance or instructions) published for the use of biometrics, especially facial recognition, by the Defense Department. This includes policies that apply to U.S. citizens, U.S. permanent residents, and foreigners. This would also include any documents that apply to only within the United States, and those that only apply outside of our borders.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

As you are no doubt aware, the DoD is decentralized and as such we must rely on external components/agencies to locate records so that a FOIA review may be conducted. Our subject matter experts are searching for records related to this request but please note Letter that upon our receipt of this request, our current administrative workload at that time was approximately 3,676 open requests. Good Afternoon Mr. Mills,
We are seeking clarifying information on the records being requested. The initial search produced a voluminous number of records. After conversing with our subject matter expert, the below information was suggested to assist in expediting the request:
• Only records that are DOD Instructions, Manuals, and Directives which have the word “biometrics” in the subject or title.
• Only records that are DOD Instructions, Manuals, and Directives which have the word “biometrics” in document.
• Only unclassified records or only classified records
• Providing a date range of responsive records
If any of the above are amenable, please let me know. If you do prefer to receive all the located records, please note the response will take more time to process; we cannot offer an estimated completion date due to the volume of records located.
As this is the 4th attempt to contact you, we request a response to either this email, or any of my previous emails, NLT August 29, 2023. If we do not receive a response by August 29, 2023, we will assume you are no longer interested in this matter and will administratively close the request on your behalf with no fees being applied.
