Pursuant to the Freedom of Information Act, I hereby request the following records:

According to recent media reports, the US Army recently granted Microsoft Corporation a $480 million contract in order to deploy HoloLens augmented reality (AR) technology into live combat for the US Army's Integrated Visual Augmentation System program. (https://www.bloomberg.com/news/articles/2018-11-28/microsoft-wins-480-million-army-battlefield-contract).

Therefore, I am requesting the following records related to the bidding and contract negotiation process for AR headsets for Army combat:
- Any e-mails, text messages, or electronic communications between January 1, 2017 and November 29, 2018 between representatives of the US Army or the US Department of Defense and representatives of Microsoft pertain to the US Army's Integrated Visual Augmentation System program or mention augmented reality (AR).
- Any e-mails, text messages, or electronic communications between January 1, 2017 and November 29, 2018 between representatives of the US Army or the US Department of Defense and representatives of Booz Allen Hamilton Holding Corporation, Lockheed Martin Corporation, and Raytheon Company that pertain to the US Army's Integrated Visual Augmentation System program or mention augmented reality (AR).
- Any e-mails, text messages, or electronic communications between January 1, 2017 and November 29, 2018 including representatives of the US Army or the US Department of Defense and any other company that pertain to the US Army's Integrated Visual Augmentation System program or mention augmented reality (AR).
- Any agenda, minutes, emails, or documents pertaining to a series of meeting in July or August of 2018 of with companies interested in developing AR headsets for the US Army's Visual Augmentation System program.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for Motherboard, VICE’s science and technology website (www.motherboard.vice.com).

2. All agendas, minutes, or documents pertaining to meetings held between July and August of 2018 with companies interested in developing AR headsets for the US Army's Integrated Visual Augmentation System program.

I have assigned your FOIA request CCDC FOIA# FA-19-0022. Please reference this number in the subject of any future email correspondence with this office.

Your request is being processed in accordance with 5 U.S.C. § 552. Additionally, we process FOIA requests on a first in, first out basis in accordance with 32 CFR Part 518.8(d)(1). Due to the need to search for and collect records from separate offices, I have determined unusual circumstances apply which require an additional 10 days to process your request. I have placed your request in the complex request track and anticipate sending a formal response by April 11, 2019.

You will be categorized as an All Other requester and may be charged fees for Search. Per Army Regulation 25-55 (AR 25-55), All Other requesters receive the first two hours of Search for free. Additionally, we will not charge if fees are less than $25.00. Fees may be charged for Search within the 30 day time limit even if the search fails to locate responsive records. Good afternoon MuckRock News,

Regarding your request for the following records related to the bidding and contract negotiation process for Augmented Reality (AR) headsets for Army combat (W91CRB1990001):

1. All communications between 1 Jan 17 and 29 Nov 18 (CHANGED TO 30 NOV) with Microsoft Corporation, Booz Allen Hamilton Holding Corporation, Lockheed Martin Corporation, Raytheon Company, and any other company pertaining to the US Army's Integrated Visual Augmentation System program or that mention Augmented Reality (AR).

2. All agendas, minutes, or documents pertaining to meetings held between July and August of 2018 with companies interested in developing AR headsets for the US Army's Integrated Visual Augmentation System program.

I am currently reviewing the records for this case and have noted the following: Of approximately 550 records located, it appears approximately 50 may be releasable. The majority appear to fall under Exemptions 4, 5, 6 and 3 under statutes 10 USC 2371(i), 10 USC 2305(g), and 41 USC 2102 which protect trade secrets, predecisional or deliberative information, personal privacy, and proposals/source selection information, respectively. Any of the remaining records that directly involve submitters must be sent for Submitter Notice due to EO 12600 where the submitter(s) must be afforded the right to review the records prior to release and provide any objections. Please understand that this is not a formal response by any means.
