This is a request under the Freedom of Information Act. I hereby request all briefs, emails, records, and any other documents from the CERT Coordination Center (CERT/CC) at Carnegie Mellon University on, about, mentioning, or concerning an attack on the Tor anonymity network, created between January 2014 and October 2014.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This is in response to your enclosed Freedom of Information Act (FOIA) request for "all briefs, emails, records, and any other documents from the CERT Coordination Center (CERT/CC) at Carnegie Mellon University on, about, mentioning, or concerning an attack on the Tor anonymity network, created between January 2014 and October 2014." We received your request on November 10, 2014 and assigned it FOIA case number 15-F-0297.

However, please note that your request was misdirected to this office for processing. Please be aware that this FOIA office only processes requests for the Office of the Secretary of Defense (OSD) and the Joint Chiefs of Staff (JS). There is not a central FOIA processing point for the entire Department of Defense (DoD) records management, but is, instead, delegated to those officials of the military services, various DoD components, and federal agencies that generate and/or maintain the records being sought.

The Department of Homeland Security (DHS), who operates its own FOIA office, would have cognizance over the information you have requested. You may request these records, if they exist, directly from them at the following address:
