This is a request under the Freedom of Information Act. I hereby request the following records:
All memos, emails, orders or other documents outlining the releasability of equipment transfer inventory data from the 1033 program, including but not limited to any orders to segregate such data into "General" and "Tactical" categories and release the latter data at the county level only.
Such determinations have been cited by DLA Disposition Services FOIA officers as well as by the DLA Public Affairs Office.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hello Ms. Mansfield -
Thank you for sending the House committee hearing transcript. This FOIA pertains to internal documents that enshrine the DLA's previous position regarding releasability of agency-by-agency data for equipment released via the 1033 program.
Per Mimi Schirmacher, of the Defense Logistics Agency's Public Affairs Office, in a December 2014 email: "DLA’s policy was to release information on tactical equipment at the county level and to defer to LESO state coordinators and law enforcement agencies for more detailed information; however, with the passage of time, and the release of information to the public by the state coordinators and law enforcement agencies DLA made a discretionary release of this information."
Ms. Schrimacher's email alluded to a "policy." This FOIA is for documents pertaining to said policy, and particularly to any memos by which this policy changed such that agency-by-agency data was released in November 2014.
