Pursuant to the Freedom of Information Act, I hereby request the following records:

According to the NSA website, “Within an hour of learning that the [USS] Liberty had been torpedoed the Director, NSA, LTG Marshall S. Carter, USA, sent a message to all intercept sites requesting a special search of all communications that might reflect the attack or reaction.

I request a copy of the message sent by DIRNSA LTG Marshall Carter referenced above and a copy of the messages received in response to that message.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Meadors,

This is in response to your Freedom of Information Act request of April 26,
2022 for the message from NSA Director (DIRNSA) Marshall S. Carter
requesting a special search of all communications that might reflect the
attack on the USS *Liberty *on 8 June 1967 (Msg 081356Z). Your request was
received in this office on April 29, 2022 and assigned FOIA case number
22-37721.

We searched our holdings in Record Group 457 – Records of the National
Security Agency/Central Security Service “Studies on Cryptography” (Entry
A1 9002) and “Archival and Historian's Source Files” (Entry P 11) for the
message but did not locate messages from Lieutenant General Carter. We also
searched for a collection of messages from the DIRNSA office during 1967
but were unable to locate a relevant series.

We also searched in the Record Group 218 – Records of the Joint Chiefs of
Staff collection of General Wheeler’s files under decimal 091 (Israel) but
did not locate messages on the attack of the USS *Liberty*.

We searched the Record Group 38 – Records of the Office of the Chief of
Naval Operations series “Records Relating to Attacks, Accidents, and Other
Topics, 1964-1973” (Entry P 25), which has SITREP messages from the time of
the incident, but the message was not present.

We were able to locate a digital version of the message on the NSA website
