In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is an appeal for inadequate search by the Defense Information Technical Center (DTIC) in response to my FOIA request, DTIC FOIA 2015-171.

On 11/13/2014, I requested the following documents:

"The following approval documents for release of technical information by Digital Receiver Technology, Inc., as referenced in the attached specification sheets (see red boxes at foot of each spec sheet):

I attached to my original request four specification sheets, one of which I have included for reference.

In a response dated June 18, 2015, the DTIC FOIA office indicated that its search did not uncover any records responsive to my request. I hereby appeal the adequacy of the search, in light of indications that the relevant specification sheets were reviewed by the DTIC's Office of Security Review (OSR).

As indicated in my original request, each of the noted specification sheets for Digital Recognition Technologies products has a red box at the bottom that reads, in part, "Approved by DoD/OSR for public release."

Per instructions posted on the DTIC website (see http://www.dtic.mil/whs/esd/osr/docs/2012SR_InfoSheet2.pdf), documents are submitted to the Office of Security Review (OSR) by contractors as follows: "All DoD contractors should submit
requests for security review using corporate letterhead only (no DD Form is required)."

Given that Digital Received Technology included explicit indication of review by OSR that corresponds to OSR submission instructions, it is unlikely that DTIC conducted a thorough search for the requested documents. As such, I request that you remand this request back to DTIC for a good faith search and provision of responsive documents.
