This is a request under the Freedom of Information Act. I hereby request the following records:
All memoranda, training materials and official policies regarding "parallel construction," the act of recreating an investigative trail to obscure the original methods used.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I'm writing to resubmit FOIA request reference #: 2014-HQFO-00350, which the agency identified as overbroad. I narrow my request to the following records:
Any DHS memoranda or training materials regarding the practice of "parallel construction" between 2010 and January 1, 2014 from the DHS Federal Law Enforcement Training Center, Office of Operations Coordination and Planning, and Office of Intelligence and Analysis.
According to a Reuters report, DHS is a partner agency in the DEA's Special Operations Division, a unit that funnels electronic surveillance information to law enforcement investigations. Agencies then use the intelligence to recreate a normal evidence trail, a process known as "parallel construction" http://www.reuters.com/article/2013/08/05/us-dea-sod-idUSBRE97409R20130805

This is the final response to your February 16, 2014 FOIA request to the Department of Homeland Security (DHS) Office of Operations Coordination and Planning (OPS), seeking all memoranda, training materials and officials policies regarding "parallel construction" the act of recreating an investigative trail to obscure the original methods used. Your request was transferred to this office on April 3, 2014. Unfortunately, DHS OPS has not located or identified any records responsive to your request. This "no records" final response is only from OPS, other DHS components that have been tasked with this FOIA request will each be sending separate responses .
