This is a request for records under the Freedom of Information Act, from WIRED magazine, relating to the Department of Homeland Security's SVIP grants to Echodyne Corp., of Kirkland, Washington. These grants are described in this February 2019 news release: https://www.dhs.gov/science-and-technology/news/2019/02/05/snapshot-svip-successfully-transitions-three-technologies-cbp

WIRED requests the following records, created on or after January 1 2018:

1. Communications between any representative of the Department of Homeland Security (henceforth, DHS) or its subsidiary agencies such as Customs and Border Protection, and any representative of Echodyne.

2. Copies of any agreements and contracts between DHS or its subsidiary agencies and Echodyne, including but not limited to licensing agreements, invoices, contracts, and purchasing and procurement documents.

3. Materials that describe how Echodyne's technology, the Metamaterial Electronically Scanning Array (MESA) radar system, functions, including PowerPoint presentations, emails, handouts, advertisements or specification documents.

4. Any assessments by DHS or its subsidiary agencies of the results and progress of the trial of Echodyne's MESA technology in the San Diego area.

This request is being made for news gathering purposes and the requested documents will be made available to the general public.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
