This is a request under the Freedom of Information Act. I hereby request the following records:
Copies of contracts with The SecDev Group, commonly known as SecDev, and any final reports generated and delivered by SecDev to the agency over the past 5 years. If retrieving the contracts themselves is too burdensome please provide a list of contracts. Please include any processing notes made in completing this request.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. I am a published independent reporter and a current contributor to Forbes (http://www.forbes.com/sites/runasandvik/). I have also had my journalism published on domestic and international blogs.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

After a careful review of your FOIA request, we determined that your request, as written, is not reasonably described, as it does not specifically identify the records which you are seeking with enough detail to enable employees who are familiar with the subject area to locate records without placing an unreasonable burden upon the agency. In addition to the information provided, your request description should include the specific DHS contract numbers of interest. If such contracts exist, you may find the associated contract numbers via the Federal Procurement Data System (FPDS), which is accessible from https://www.fpds.gov/fpdsng_cms/; accessed May 17, 2013. The FPDS allows for anyone to register and access records pertaining to all federal agency procurement actions, including the ability to run a variety of reports based on specified criteria.
Please be aware that DHS is decentralized and each DHS component has its own FOIA Officer. If detailed information on a specific contract is desired, please contact the FOIA Officer at the funding component directly with the specific contract number(s).
