From: National Archives and Records Administration

Ms. Best--

I am writing in response to your Freedom of Information Act request of
March 8, 2018, for records in the custody of the National Archives and
Records Administration. Your request was received in this office on March
8, 2018, and assigned FOIA case number *RD 56377*.

You requested access to case file serials *62-HQ-109060-1600,
105-HQ-60979-255, 105-HQ-77681-6, 105-HQ-82238-14, 105-HQ-82555-1079 pp
41-42, 105-HQ-83469-9, 105-HQ-85067-1, 105-HQ-86144-4, 105-HQ-89341-5 and
30, 105-HQ-22235-32*, identified by the FBI as potentially responsive to
your request for records relating to Peter Sergeyevich Deriabin.

Two serials are part of the Kennedy Assassination Collection:

- *Case file 62-HQ-109060 Serial 1600* contains one page which was
released in full in 1993.
- *Case file 105-HQ-82555 Serial 1079* contains 53 pages which were
released in full in the October 2017 release.

The references I noted to Mr. Deriabin in the remaining documents all seem
to be limited to his identification of other individuals or organizations
being investigated.

I have reviewed the following serials:

- *Case file 105-HQ-60979 Serial 255,* regarding contact of John J.
Gordon with Sergei Gabelko and Sergey Lyubimov dates to 3 May 1966 and
contains 13 pages, with 12 pages released in full and 1 page released in
part.
- *Case file 105-HQ-82238 Serial 14*, regarding the visit of Soviets to
the Darwin Jubilee Sessions, dated 7 Jan 1960, containing one page released
in full.
- *Case file 105-HQ-77681 Serial 6*, on Petr Yakovlevich Ezhov, dates to
15 June 1959 and contains 5 pages with 4 pages released in full and 1 page
released in part.

You or your representative may view the releasable version of these files
in Room 4000, the reading room operated by the Motion Pictures Branch at
the National Archives facility in College Park, Maryland. Please contact
Jessica Hartman at least one week in advance of your visit at
Jessica.Hartman@nara.gov to arrange to see the file. When you arrive in the
reading room, staff will provide a CD/DVD with a copy of the file in .pdf
format that can be transferred to a blank CD/DVD or to your personal
storage device. There is no charge to transfer the file, unless you need to
purchase a blank CD/DVD in the reading room.

If you cannot visit our College Park facility, you may order a reproduction
copy at the cost of $.80 per page. Please contact Ms. Hartman to place an
order.

The following files require declassification review by an agency external
to the National Archives, which will require additional time to process:

- *Case file 105-HQ-83469 Serial 9*, containing 8 pages dated 6 July
1960 on Boris Mikhailovich Belousov.
- *Case file 105-HQ-85067 Serial 1*, containing containing 4 pages dated
29 Feb 1960 on Ivan Vladomirovich Tananayev.
- *Case file 105-HQ-86144 Serial 4*, containing 6 pages dated 30
September 1960 on Gennadi Ivanovich Gorokhov. [Please note, I *did not
find any mention of Mr. Deriabin* in this serial.]
- *Case file 105-HQ-22235 Serial 32*, containing 7 pages dated 9 Aug
1956 on Geli Mikhailovich Tagodkin.

Once these files return from our agency partners, they will then require
screening for categories of information exempted from disclosure under the
terms of the FOIA, prior to public release. In particular, there are
documents that may be redacted to protect national security information
currently and properly classified under Executive Order 13526, or to
protect the identities of confidential sources, including FBI informant
codes and informant file numbers.

Because of the small number of pages, balanced against the need for
external consultation, I have assigned your request to our first-tier
processing queue. Taking into consideration our existing backlog, the
estimated time required to complete the processing of your request is
approximately 24 months from the date of this letter.

Should you not be interested in our pursuing declassification and release
of any of the remainder of these files, please contact us, and we will
update your request.

One case file, *105-HQ-89341*, has not yet been transferred to the National
Archives by the FBI. We confirmed this with FBI records management on March
13, 2018. Please contact the FBI
at https://www.fbi.gov/services/records-management/foipa to request access
to this case file.

To notify this office of a *change in your contact information* or to *track
the status of your request*, please telephone 301-837-3190
<(301)%20837-3190> or e-mail specialaccess_foia@nara.gov. If you have
specific questions regarding the subject of your request, please contact me
directly at Amanda.Weimer@nara.gov or at 301-837-0604 <(301)%20837-0604>.
All communications concerning this request should reference your case
tracking number *RD 56377*.

If you are not satisfied with our action on this request, you have the
right to file an administrative appeal within ninety (90) calendar days
from the date of this letter. Appeals must be in writing and may be
delivered by regular U.S. mail or by e-mail. By filing an appeal, you
preserve your rights under the Freedom of Information Act and present the
deciding agency with an opportunity to review your request and reconsider
its decision. If you submit your appeal by regular mail, it should be
addressed to the Deputy Archivist of the United States (ND), National
Archives and Records Administration, 8601 Adelphi Road, Room 4200, College
Park, Maryland 20740-6001. Both the letter and envelope should be clearly
marked “FOIA Appeal.” If you submit your appeal by e-mail, please send it
to foia@nara.gov, addressed to the Deputy Archivist, with the words “FOIA
Appeal” in the subject line. Please be certain to explain why you believe
this response does not meet the requirements of the Freedom of Information
Act. Please reference FOIA case number RD 56377.

resolve your dispute without initiating the appeals process, you may
