This is a request under the Freedom of Information Act. I hereby request the following records:

Records relating to the use of MILAIR transportation services by staff or appointees of the Department of Interior since January 20, 2017. Records should include but are not limited to any email communications relating to such requests, any written requests, passenger manifests, and any documents relating to costs for use of MILAIR services.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Mr. Surgey, This letteris in response to your, 2 October 2017 Freedom of Information Act request forthe following: “records relating to the use of MILAIR transportation servicesby staff or appointees of the Department of Interior since January 20, 2017.Records should include but are not limited to any email communications relatingto such requests, any written requests, passenger manifests, and any documentsrelating to costs for use of MILAIR services. The office ofAir Space and Information Operations (AF/A3) provided the attached missionreport document, which is fully releasable to you. With respect to the passengermanifests in support of the President of the United States, Vice President, andother Presidential or White House directed airlift missions are considered tobe Presidential Records, as defined by the Presidential Records Act, 44 U.S.C.§ 22.  These records are maintained bythe Whitehouse Military Office.  Inaccordance with the Air Mobility Command Instruction (AMCI) 24-101, ifpassenger manifests are provided to the flying unit, they will be destroyedimmediately after the active mission leg. Your request for passenger manifests will be responded to by the OSDFOIA Office, whs.mc-alex.esd.mbx.osd-js-foia-requester-service-center@mail.mil Withrespect to the transportation costs attached is the cost per flying hour (CPFH)for FY 17 memo, as a guide for you to calculate the transportation cost.Certain information on both memos are being withheld under FOIA Exemption 6, 5U.S.C. § 552(b)(6). Exemption (b)(6) applies to the withholding of informationthat could reasonably be expected to constitute a clearly unwarranted invasionof personal privacy. Please note the cost of these flights can be determined bymultiplying the number of hours flown by the fiscal year cost per flying hour(CPFH). Should you decide to appeal this response,you must write to the Secretary of the Air Force, Thru: SAF/AAII (FOIA), 1000Air Force Pentagon, Washington DC 20330¬1000, within 90 calendar days from thedate of this letter. Include in the appeal, your reasons for reconsideration,and attach a copy of this letter.
